Since 1983, PCAFPD has promised to build futures for Filipino students with limited means through its university scholarship program. In early 2026, we received an unsolicited letter from one of our 1994 graduates. Jonazon Jeff Factora brings us up to date on his life. He specifically asks us to share his message with our “generous sponsors.”
“A Long Overdue Message of Gratitude”
Thirty-six years ago, when I began my college journey, I was a young student with dreams far greater than my financial capacity. What changed the direction of my life was the scholarship I received from the Peace Corps Alumni Foundation for Philippine Development. It was not merely financial assistance—it was belief in a Filipino student whose potential had yet to unfold.
After graduating in 1994, I carried forward the understanding that the scholarship was not an endpoint but a responsibility. That sense of responsibility eventually led me to pursue and complete a Juris Doctor degree. Studying law strengthened my appreciation for governance, accountability, and institutional integrity.


Today, I serve in the Department of Agriculture in Cagayan Valley (DA-RFO2). For years, I worked as a Planning Officer, helping shape agricultural programs and public investments that directly affect thousands of farmers. Planning in government is often unseen, but its consequences are tangible… In a region frequently exposed to climate variability, planning is not paperwork; it is protection, foresight, and stewardship of limited public resources.
In 2025, I was deeply humbled to receive the Lingkod Bayani – Pagasa Award from the Civil Service Commission (CSC)… I thought of the scholarship that made my education possible and of the generous sponsors who believed in Filipino students decades ago.
